The future groom is the son of Shirley and Steven Skaggs of Vine Grove, Kentucky.
He is the grandson of Exie and Edward Elliott of Hodgenville, Kentucky and the late Elizabeth Ray and Joel Henry Skaggs of Hodgenville.
Matthew received his BA from the University of Kentucky.
The wedding will take place July 19th, 2003 at Valley View Baptist Church in Vine Grove.
