He is the son of Dean and Yavonne Skaggs of Bonne Terre.
The prospective bride is a 1995 graduate of Hannibal High School.
She graduated as a cosmetologist in 1996 from the Abbott Academy of Cosmetology and is the owner and operator of ColorZ Hair and Tanning Salon.
The prospective bridegroom is a 1993 graduate of North St. Frances County/Bonne Terre.
He served in the U.S. Army until 1997 and is employed by Whitlock Construction.
The wedding ceremony will be private and is planned for 4 p.m. Nov. 13, 2004.
A reception for family and friends will follow at 7 p.m. at the Hannibal Jaycees Hall.
